Zedboard Rev D Hello World SDK 2017.2 not working

Hello,
I am working on the Speedway Zedboard lab tutorials.  I am currently trying to get the Hello World example to work.  On the last step of running the project I get the error:
no targets found with "name =~"APU*"&& jtag_cable_name =~ "Digilent Zed 210248A49BEC"". available targets:
  1  DAP (JTAG port open error. AP transaction error, DAP status 30000021)
  2* xc7z020
 
I have run the labs already done tutorial on SDK 2016.2 and that works correctly on the hardware, but would like to get it working on 2017.2.
 
What is different in 2017.2 where the target isn't found?
